6.    How does the New Graduated Driver's License Program and what are the rules and restrictions?

Answer:  The New Jersey GDL Program was implemented targeting first-time drivers. The program is designed to reduce the number of driving fatalities among teens.  The Provisional License allows first-time drivers to only operate a vehicle between the hours of 5:01am to midnight. They may only have passengers from their shared residence plus ONE additional person. If the provisional driver is under 21 years of age and any passenger is over 21 years old, passenger restrictions do not apply. If the Provisional driver is over 21 years old, then the passenger and hour restrictions do not apply.  Click here to view the New Jersey Department of Transportation's fact sheet on the GDL license.

IMPORTANT NOTE: All holders of a Provisional Driver License whose provisional licensing period is NOT extended by MVC beyond the standard 12 months MUST upgrade to a Basic Driver License after the end of those 12 months.
